I cannot get her home to me as your City take months to issue her a marriage certificate. Even in poor Africa the marriage certificate is issued in 2 days. I think the solution is to form a different management corporation and negotiate a deal with the Bishop of Palo to revive DWU. Tacloban City Government has a big role to play since DWU occupies a large part of the city and is entitled to real estate taxes once DWU is closed for good and loses it tax exemption.
